Historically, we know that a province or country cannot become a beneficiary of such a lucrative industry without much commitment, strategic planning and vision. There are many competitors globally such as India and China who continue to pose serious treats to North America’s pharmaceutical or life-science manufacturing jobs.
The most limiting short-coming in these regions have always been intellectual property, skilled-human capital and accessibility to regulation minded skilled labor.
I also note the emphasis of the fund is to encourage manufacturing job retention in Ontario. This is on point. The strong Canadian dollar could potentially discourage pharmaceutical manufacturing in Canada; however when the benefits of skills access and government loans/grants is carefully considered, it most certainly will counterbalance this potential fear and in the long run position the province as a global competitor.
Aside from the political nuance surrounding the $150M fund, it’s a brilliant idea that should not only be monitored but also encouraged."
